"Mr President, I agree with the premise that opening up trade is one of the most effective ways to advance development. It is self-evident that, if developing states can ensure that appropriate internal conditions are put into place, such as fighting corruption and pursuing inclusive economic development, trade can arguably boost developing economies more effectively than any other development measure. However, I feel that this own-initiative report somewhat impedes itself with calls for binding corporate social responsibility clauses and international labour standards. Strictly applying these criteria could limit the success of other measures that are included in the report. Although multinational firms have certain responsibilities that, quite correctly, they should abide by, applying measures too strictly can discourage investment and completely negate attempts to open up trade. When applying social and/or environmental standards, these must respect two points. They must, ideally, be agreed on at global level and not just be initiated and imposed by the EU on the developing world, and they must correspond to their economic level of development. It is therefore with regret that I vote against this report, whilst welcoming some of the conclusions made within it."@en1
