lpv:spoken text	"I voted against this report because bad working conditions for ground handlers will have a negative impact on quality, safety and security. The Commission proposes a minimum training period for ground-handlers of two days, which is too short. The liberalisation of services is not the answer to capacity problems, and it will only apply to five airports in any case. The Welsh Government has purchased Cardiff Airport and will have to draw up a strategy for its improvement. I do not believe that these measures will assist in any way."@en1
