"Groundhandling services such as baggage handling, and passenger and fuelling services are vital to the smooth operation of large airports like Dublin Airport, which handled 19 million passengers last year. However, the excessive and one-sided liberalisation of this sector from the late 1990s by the last Irish Government and the governments of most other Member States, going beyond what was required by EU legislation and paying little attention to the social consequences, worsened terms and conditions for groundhandling workers. Nor did it improve groundhandling services to a sufficient degree. I believe Parliament’s amendments adopted here today would mean both better protection for groundhandling workers and better groundhandling services at EU airports like Dublin Airport. In particular, I welcome the amendments on ensuring compliance with certain collective agreements, including in the case of transferred workers and by subcontractors, and introducing higher quality standards expected from groundhandling service providers, covering maximum waiting times for baggage check-in and pick-up, amongst others. The current Irish Presidency of the Transport Council would, I believe, be able to broker a good agreement on a new Groundhandling Regulation if it takes up these constructive EP proposals. I would urge it to grasp this opportunity."@en1
