"Mr President, in a world where cybersecurity is a real concern, where companies across the world are facing problems from cyber attacks – only recently in the news there were stories of American companies being attacked by what they felt were Chinese cyber-attackers – it is quite clear that it is important that we tackle these issues in a cooperative manner.
It should be done in a manner of cooperation, but it should not only be for the EU companies, institutions and organisations to do so. It should be done on a global basis.
I am very happy for the EU to have an agency, if it works in a cooperative manner – but also if it makes sure that it cooperates with organisations outside the EU to make sure that we are truly tackling this problem at a global level. It should not be simply another excuse to have another European agency – ‘Whatever the problem, let’s have another European agency or more European spending’. It should be a truly cooperative model, and let us make sure that we work with organisations around the world to make sure that we tackle this very serious problem."@en1
