"Mr President, I welcome the resolution highlighting the plight of almost 4 900 Palestinian prisoners in Israeli prisons. I particularly support the call for an independent inquiry into the death of Arafat Jaradat, who died in Israeli custody last month. There are many questions surrounding his death. The Israelis say that the marks on his body and broken ribs were not from torture, but from efforts to revive him. I fully support the call for an independent inquiry. The truth must be established in an independent and verifiable way.
The resolution also addresses other important issues in relation to the human rights of Palestinian prisoners. Firstly, there are four prisoners who are on extended hunger strike. In the case of one, Samer Issawi, it was reported that he had stopped taking water and faces death. Secondly, the widespread use of administrative detention is still commonplace. I believe it is an abuse of their human rights and international law. This allows detention without charge or trial. Thirdly, the majority of Palestinian prisoners are being held in prisons situated inside Israeli territory, which makes family visits impossible and is a violation of the Geneva Convention.
I fully support the call for a cross-party European Parliament fact-finding mission to Israel to assess the conditions of detention of Palestinian prisoners, in particular women and children, and the use of administrative detention. I believe that this could help resolve many of the issues."@en1
