"On behalf of the EPLP I would like to say that Parliament has missed a great opportunity to radically reform the CAP. In fact Parliament has been more conservative than the European Commission, preferring to carry on with the same old discredited system.
We have rejected greening, we have refused to move funds from direct subsidy in Pillar 1 to Rural Development in Pillar 2, we have left open the issue of export subsidies to the detriment of developing countries and we have clearly voted in favour of inefficient farmers at the expense of efficient farmers. If you add to this a stubborn resistance of this farmer-dominated Agriculture Committee to even entertain environmental protection and rural sustainability or any change to end subsidies for a more market-orientated system, then it becomes apparent that this whole process has become a farce. What we have done today is not reform, it is not even the beginning of reform. That is why I and my British Labour colleagues will vote against all these proposals."@en1
