"Although this report contains some useful proposals it also advocates unwarranted and unnecessary measures which expose the European economy to undue risk. In particular the call for the commencement of the second phase of the Project Bonds initiative, before the pilot phase has been completed or assessed, is reckless. I do not believe in leveraging the EU budget via special purpose vehicles, which in this instance is the European Investment Bank. This project is an experiment which needs to be carried out under very strict terms and conditions, as agreed in the pilot phase, by previous regulation passed by this Parliament. It should be considered a genuine pilot project which is then evaluated and assessed to see whether the financial risk undertaken is of benefit to the EU tax payer. It would be pre-emptive and irresponsible to prejudge the outcome and begin the second phase of this initiative without significant study which is why I can’t support this proposal."@en1
