"I welcome the adoption of the Lore Fontagne report. The European Union will not achieve the Europe 2020 strategy targets, especially the ambitious employment, education and social inclusion targets, if we do not promote growth-friendly fiscal consolidation that takes country-specific situations fully into account as well as targeted social investments in training, education and life-long learning. The Commission must reassess and recalibrate its economic models on the impact of the multiplier effect in light of new evidence. There also needs to be a much deeper involvement by Parliament and by the national parliaments in the European Semester process of economic policy coordination. I welcome the emphasis now being placed on the scourge of youth unemployment, which currently stands at almost 25 % across the EU and 30 % in Ireland. I hope the Youth Guarantee draft recommendation can be approved by the Council, under the Irish Presidency, later this month and that this will be backed up by sufficient EU funding, particularly under the EU 2014-2020 multiannual financial framework. It must also be accompanied by a quality framework to ensure quality and decent training, apprenticeships and jobs for all participating young people."@en1
