"I wonder whether Mr Martin would agree – given that the European Union is a work in progress, and that the Berlin Wall came down to everybody’s surprise only at the end of 1989 – that following the greatest economic crisis since the late twenties and early thirties, the capacity of the Union to respond has been nothing short of miraculous. Would he also agree that it is not entirely up to political institutions to solve the problems we face?
