"Madam President, today the European Commission took an important step to try and bring stakeholders together to address the challenges of licensing in the digital world and to bring forward ideas by June 2013. With this in mind, I want to highlight the importance of finding a solution to ensure that libraries have access to e-books. Currently, some publishers are already denying libraries access to books in an electronic format. This situation, if it is not resolved, could result in EU-wide book apartheid: those who can afford to will have access to knowledge, and those who cannot will be denied. If we are about creating a knowledge-based economy, we must ensure that libraries can offer their users books in an electronic format. It is critical for our future success. As Commissioner Vassiliou said today at the meeting in Brussels, we need to improve access to knowledge. Libraries allow us to do so, and we in this Parliament must support them in all our communities."@en1
