I recognise there have been many positive developments since 2005 but the death penalty is increasingly used and the government has failed to provide basic services for its people. Over the years I have been lobbied by many constituents in Wales who are concerned about the people of Iraq and I could not, therefore, give my full support to this agreement."@en1
