"Mr President, I have been asking for a resolution on the terrible factory fires not only in Dhaka but in Karachi to go on to the agenda since November, so I am very pleased that we are now discussing this and have got this resolution coming forward. Hundreds of people could have been saved if only basic fire safety standards had been in place. I certainly welcome the recent efforts in Bangladesh to improve basic standards in factories, and just yesterday a tripartite fire safety statement of commitment was signed between the government, the employers and the workers. I now urge the Pakistani Government to take similar action. We should not allow such disasters, where doors are locked and fire exits do not exist, to ever happen again. Basic safety and health standards must be respected and more needs to be done in this respect. More also needs to be done to fight the endemic corruption that we see in the inspection system and not just in the inspection system, but also in the claims made by the brands, the multinationals, in terms of their corporate responsibility statements. We see very often that these are just hot air and are not met in the actuality. However, I would also like to be clear here. I am firmly opposed to simply depicting multinationals – or any companies that trade with Bangladesh and buy in these garments – as evil entities. There have been attempts, I think, in some quarters of the Chamber to simply skew the emphasis of this debate entirely on to the multinationals. The real culprits here have got to be the factory owners, the major culprits. Clearly the multinationals do have some responsibility too. On behalf of the Liberal Democrats I would like to point out that it is important to improve health and safety and I support the Commission and the Bangladeshi Government in the improvements it is trying to make."@en1
