"Madam President, I intervene just to make three brief points in this debate. First of all, there are those who constantly condemn military intervention in all cases, even in the case of peace enforcement, and it seems to me extraordinary that we never hear their voices on occasions such as this. I think this denigrates the honourable tradition of some countries in peace enforcement where such voices are constantly heard. In relation to the ethical use of military force, the Petersburg tasks have been with us in one form or another going right back to the Amsterdam Treaty and still, as a Union, we are not prepared collectively to intervene in these situations, even if it is right on our doorstep. I think that is something which should concern us. What if France was not prepared to act? I think we have to ask ourselves about this for the future. Secondly, I want to say is that I was thinking we should expedite the European military training mission. In my own country we have participated in peacekeeping and peace enforcement in many African countries, and in the most recent past in Chad. This is something which needs to be put more firmly on the agenda, and I think it is something that perhaps the Foreign Ministers should be discussing next week. Perhaps the Baroness would also discuss the matter with the Malian Foreign Minister when she meets him shortly. Lastly, if I may say so, I really do regret that our humanitarian and development aid budgets are under such stress when we see the sort of situation in these countries. It is not just the stick we need, we need the carrot. We need to encourage people and support people, and we in this Parliament need to fight for those budgets if we are to ensure the peaceful development of the region concerned."@en1
