"Mr President, the protection of intellectual property is a very important matter in terms of biodiversity. However, biodiversity is diminishing at an alarming rate; it is estimated that more than a quarter of the world’s original natural biodiversity had gone by the year 2000. A further 11% of land biodiversity is expected to be lost by the year 2050. This is reducing global GDP by 3% each year, I am told. Now these are very clever people making all these estimates, but I recognise that this is a very serious matter. We fully approve the general principles outlined by the rapporteur. However, we cannot support the mechanisms suggested in paragraphs 28, 32 and 33, as the solutions proposed consist of prior informed consent and mandatory requirements on disclosing the origin of genetic resources during the patent proceedings. The proposal in its current form, I am afraid – and rather regret – to say is incoherent, impractical and impossible to implement. It would indeed generate further confusion in the area of intellectual property rights. So for these reasons, I regret that we had to vote against this report, although the principle of the report and what it was trying to get out and establish in the law was very good. However, the way our rapporteur – who on other occasions I agree with – has gone about this report is a bit incoherent."@en1
