"Mr President, restructuring is nothing new; in the EU over the past five years, there have been almost five and half thousand large-scale restructurings, with the loss of almost two million jobs. We are all aware of the impact the closure of a firm – putting thousands out of work – has on the workers concerned, on their communities, and on their families.
Employees are a company’s most important resource. They should not merely be given information when changes are being made; restructuring would be much less damaging for all if companies could demonstrate social responsibility, if there is real participation and a long-term approach. Employees must be part of the restructuring process. No Member State is capable of reacting to irresponsible and anti-social restructurings on its own. Indeed, Europe needs to put in place a framework to better anticipate restructuring and to manage it when it does occur. Redundancies should always be a last resort.
The Cercas report has set out some very positive recommendations for moving beyond merely repairing the damage caused by restructurings, and I was very happy to support it."@en1
