"Mr President, India, being one of the BRIC countries, is one of the world’s great developing nations, something which we welcome immensely. However, while it is progressing economically it is not progressing socially. In some respects this is at least partly understandable, because old habits die hard. Most societies have a certain amount of snobbery and hierarchy, but in India’s case such attitudes have historical legitimacy, and that is the problem here. It is going to take a long time to change those attitudes, but at the same time we need to work harder to do so from an international point of view. In particular, things like police reform should be demanded, as well as the implementation of the rules to ensure that there can be social inclusion. Riitta Korhola mentioned education. Of course that is vital, because only 26% of Dalits, for example, are literate. We should also ensure that there is a complete ban on child labour and scavenging."@en1
