It is important to note that enhanced cooperation respects the rights, competences and obligations of the non-participating Member States, inasmuch as the possibility of raising harmonised FTT on the territories of the participating Member States does not affect either the ability of non-participating Member States to maintain or introduce similar taxation at a national level, or the conditions for raising such taxes on their territories."@en1
