"Conservatives have consistently called for a budgetary freeze in line with inflation as was initially the case last year. This must be a restrained budget and there should be commitment, not to spend more money but to spend less more wisely. There are high levels of debt in Member States and we cannot expect our constituents to understand why we demand more and more money. Unemployment is high, youth unemployment is higher and the economy is stagnated. Those systems in place are fundamentally flawed and we must do better, we must learn from our mistakes. We must adapt more quickly to problems when they arise, concentrating on areas that provide real added value. This budgetary increase is not acceptable. My group called for a freeze, with expenditure rising by no more than inflation. This is not what we have got and therefore the ECR has voted against this. We do not need more spending, but greater restraint. We must now put in place a strong system that has the requisite flexibility to both scrutinise spending and allow us to mitigate future difficulties. Wholesale reform is needed to ensure there is no repeat of the catastrophic consequences of past failures."@en1
