lpv:spoken text	"I abstained on this draft amending budget as although it foresees an additional EUR 6 billion for the 2012 budget, it does not go far enough. EUR 9 billion is missing from the 2012 budget so EUR 3 billion will have to be covered by the 2013 budget. This means that the 2013 budget is already EUR 3 billion down and we will find ourselves in the same position next year, with not enough funding to cover the costs of programmes such as Erasmus and other research and innovation programmes. Last year 630 students and 112 staff members from Wales took part in the Erasmus programme; we must ensure that there is enough money in the 2013 budget for this to continue."@en1
