"Mr President, first of all I would like to take the opportunity to congratulate the rapporteur on this excellent job – a very difficult one. We all know the emotional aspect of this, as the Commissioner said. It is a very difficult and very emotive subject for an awful lot of people. The report raises some very important issues, and I do not think anyone would endorse the unnecessary transport of live animals over long distances. Of course, in incidences where this practice is unavoidable, rules should be in place to ensure that the transportation is as humane as possible. I firmly believe, and have always believed, that we should be exporting our meat products on the hook rather than on the hoof. The decline in the number of local smaller slaughterhouses across Europe is extremely concerning. Their closure only leads to increased levels of live transport, especially in the more rural and isolated areas, and that is not, Mr President, very easy to resolve. A balance must be struck here between achieving high animal welfare standards and creating rules which are effective and, above all else, enforceable. Any future legislation on this issue must take into account the geographical position in peripheral or isolated areas so that new rules which are practical do not discriminate against any Member State or region or unintentionally distort the competition."@en1
