"Mr President, in 2009 the Kyrgyz Republic was hit by the global crisis, which was aggravated by a popular revolt deposing the regime of President Bakiyev amidst allegations of corruption and lack of democracy. Free parliamentary elections were held in October 2010, establishing the first parliamentary democracy in the Central Asia region.
In support of the pro-democratic Kyrgyz authorities’ efforts to alleviate the consequences of the tragic events, EUR 30 million has been provided, proposed by the Commission, to be disbursed half in loans and half in grants. Although it is important that the Kyrgyz Republic make the transition to full democracy, this is not an insubstantial amount of money. Given the difficulties being experienced by Member States and the cutbacks being made around Europe, we must ensure that any financial assistance we give has strict conditions attached and shows real progress in promoting human rights and democracy."@en1
