"Management models based on fishing rights may be treated as measures for tackling over-fishing and over-capacity. It is thus clear that this management model can reduce over-fishing and over-capacity. We see this in Denmark, for example, but it cannot be treated as the only measure, which is why the words ‘the only’ have been voted for in recital J. This is supported further by the wording in recital K, which emphasises that a compulsory reduction in the fleet achieved exclusively through market instruments, such as transferable fishing concessions (TFC), could lead to the prevalence of operators that are more competitive from a purely economic point of view, to the detriment of the operators and sectors of the fleet that have a lower environmental impact and create more (direct and indirect) employment. It should also be up to the individual Member States whether they introduce TFCs."@en1
