"It was impossible for me to vote in favour of this report, as I do not believe that the Kazakh Government adequately protects or promotes human rights. The negotiation of a new agreement will mean closer economic cooperation between both parties, which has been increasing since the last agreement in 1999, but will also mark the start of political cooperation. In this respect, we believe that there are serious doubts surrounding the country’s human rights record. Following the death of 17 miners taking part in a protest in December 2011, and of various political opposition figures, there are significant questions about respect for universal rights in this country. For these reasons, and in spite of the fact that it facilitates communication and contact between both populations, I was unable to vote in favour of this report."@en1
