lpv:translated text	"I voted in favour of this report on the progress of negotiations for an EU-Kazakhstan enhanced partnership and cooperation agreement. The new agreement is aimed at establishing a comprehensive framework for the further development of EU-Kazakh relations in fields such as human rights, good governance and democratisation, economic development, trade and investment, energy and transport. I welcome the proposal to support policy reforms and institutional capacity-building as well as the call for Kazakhstan to remove tariff and non-tariff barriers in order to extend trade, particularly trade in services and foreign investment. Technical assistance to Kazakhstan also needs to be stepped up in the field of the management of water resources. I agree that we should introduce an effective dispute settlement regime to ensure that the agreement reached will be respected."@en1
