"In favour. The original idea was to go further with practical recommendations such as the nomination of an EU Special Representative on Climate Security, the establishment of a formal Working Group on Climate Security within the External Action Service and the creation of an EU Corps of Military Engineers. But these proposals failed due to the resistance of EPP/ECR/GUE. Surprisingly the report and specifically its practical recommendations faced strong opposition by the EPP Group. The reason behind seems to be a classical misunderstanding. The Commissioner for Humanitarian Aid and Crisis Response, Ms Georgieva (member of the EPP family), perceived Indrek’s report as strong criticism. It was not possible to communicate the fact that Indrek’s report is not about Commission policies but about CSDP for which the Commission is not competent. However, the report is being strongly supported by both the S+D and ALDE group whose shadow rapporteurs tabled amendments which went well beyond Indrek’s proposals. The report was also very much welcomed by a variety of actors ranging from high ranking military personnel to grassroots civil society organisations and humanitarian agencies."@en1
