"The geostrategic context and the challenges facing the European Union require the institutions, particularly the Council, to rethink the Common Security and Defence Policy. It is a fact that the EU’s main partner – the United States – is increasingly placing more importance on the Pacific to the detriment of Europe. I agree with the rapporteur when he states that the European External Action Service needs to be reinforced in the area of crisis management and that greater cooperation between the Member States needs to be encouraged with regard to the common defence policy. Greater cooperation in terms of defence, particularly as regards technology, military industry and intelligence-sharing, should be promoted. Such measures should be adopted within a previously defined strategy, as only in this way can the Treaty of Lisbon be properly implemented. In other words, we need permanent structured cooperation, application of the mutual defence and solidarity clauses, and a more active role for the European Defence Agency."@en1
