"Mr President, in March 2011 the European Parliament faced a cyber attack that targeted its computer network. A week before, the European Commission was the victim of a similar attack.
Cyber threats and attacks against government, administration, military and international bodies are a rapidly growing menace. We must address them and protect our communication structures and infrastructures from any kind of intrusion. Our first step is to update the European Security Strategy in order to identify how to pursue and prosecute individual, network-related and state-supported cyber attackers.
Other conditions
are the development of an EU cyber security strategy with a common definition of cyber security and defence, and the creation of a critical infrastructure warning information network at the European level. I would also like to say that cyber criminality is not limited to cyber attacks: vulnerable populations are also targeted by criminals acting from behind the computer. We must, therefore, also take steps in this direction."@en1
