"Madam President, ladies and gentlemen, I think we are going round in circles. Every year, we hear about similar error rates. Every year, we hear that a positive statement of assurance cannot be issued, in the same area. Every year, we are forced to note with regret that the Commission President, Mr Barroso, has not met the target he set in January 2005. Our progress can be measured in millimetres. One problem is surely that the EU budget is, in a sense, the European Union’s Achilles heel. It is also the source of so many unnecessary disputes; this can clearly be observed in Brussels or, indeed, here in plenary today. There is a massive and fundamental need for action as regards the reform of the European budget, on both the revenue and the expenditure side. On the expenditure side, and this has already been mentioned, it is important for the Member States to take responsibility at last, firstly for the error rate in the administration of funds, and secondly as regards the recovery of funds. For the revenue side, it is essential, in my view, to make the abolition of the national contributions our long-term goal and to replace them with key instruments such as the financial transaction tax. This could avoid unnecessary conflicts over the EU budget at last, and, above all, put an end to the ceaseless debates about rebates and rebates of rebates. I think that would be an important step forward."@en1
