"Mr President, I wish to refer to Mr Kelam’s report. The IT and communications infrastructures are critical for a functioning Europe. Many cyber incidents are caused by unreliable and weak private and public infrastructure networks, insecure databases and other critical IT infrastructure failures. We call on the Member States to develop national cyber security and defence strategies, to train specialised engineers in the protection of IT networks and invest in cyber security research and innovation.
The European Network and Information Security Agency supports the Member States through exchanges of best practices of IT security, and by developing, implementing and maintaining national cyber security strategies. We want to see a stronger ENISA and the European Parliament calls for an extended international and operational mandate for this agency. We ask the Council and the Commission to be flexible in this regard, given that ENISA’s current mandate expires in September 2013."@en1
