"Mr President, the recession cannot be used as justification for a lack of investment by Member States in security and defence in this world which is becoming increasingly dangerous because of deregulation. It is precisely because of the crisis and the challenges that we face on a global scale that the European Union should coordinate and integrate policies, resources and capabilities in security and defence.
This means making progress with the permanent headquarters, and also pooling and sharing human resources, equipment and also funds. The rule that ‘costs lie where they fall’ prevents some States from contributing more in terms of civilian and military capabilities and forces to Common Security and Defence Policy missions. This Parliament’s recommendations in these reports – implementation of the solidarity clause, cyber defence, security implications in climate change – are essential in order for the European Union to be strategically independent, and can also help the European countries to assume their commitments within the context of NATO, the United Nations and other strategic partnerships, as global security suppliers."@en1
