"Mr President, like Ms Koppa and many other speakers, I believe that all in all, enlargement is one of the European Union’s great successes. We must honour our pledges, such as those made in Thessaloniki. However, it is equally clear, also based on experience, that the conditions must be fulfilled if enlargement is not to fail. The larger the European Union becomes, the more important it is that the conditions are fulfilled. Otherwise, if necessary, we may have to think about alternative and interim solutions. The Copenhagen criteria also state that the pace of enlargement must take into account the capacity of the Union to absorb new members. This is not always considered to an adequate extent. During this crisis, it is especially important to consider that over-hasty enlargement without proper fulfilment of the criteria will weaken the European Union. In this crisis in particular, we must make clear that the consolidation of the European Union is a major challenge which we ourselves must address. I believe that the consolidation of the European Union has some element of conditionality for future enlargements as well, for it is directly related to the European Union’s capacity to absorb new members."@en1
