"Mr President, it is Parliament’s job to safeguard the European Union’s budget commitments. That is why we could not agree to begin talks on the 2013 budget under the conciliation procedure when there are still gaps in the budget for the current year. The Member States must first adopt an amending budget for 2012 for an additional EUR 9 billion. It is actually in the Member States’ interest to do so, as this money will be returned to them in the form of funding for investments that have already been made in the regions under cohesion policy. It will also go to entrepreneurs, researchers and national implementing agencies, such as those that administer Erasmus grants for students. By solving the problem of the 2012 deficit, we will be able to begin anew with the budget negotiations for the coming year, 2013. However, we must be very clear on the fact that, without additional contributions from the national budgets, the European Union’s institutional credibility will suffer and the Commission may be forced to bear the legal consequences."@en1
