In addition to other criticisms, one position adopted by the rapporteur unquestionably forced us to vote against the report: the acceptance, set out in paragraph 31 of the report, that financial sanctions should be imposed on a Member State which is late transposing a directive, by referring to the Court of Justice. This position is unacceptable as it represents a form of blackmail of the Member States and a way of allowing the extortion of funds from their citizens."@en1
