This report emphasises the importance of the primacy of European law and the Charter of Fundamental Rights, and the fact that European citizens are not satisfied with the extent to which their rights are respected. This evaluation is regularly discussed in the Committee on Petitions, of which I am a member. The European Commission must have the resources it needs to ensure that EU law is correctly applied throughout Europe. This monitoring strategy must include preliminary support from the European Commission to the Member States for the transposition of directives and financial sanctions for late transposition of EU law. To this end, infringement procedures must be initiated following an investigation on the ground into the correct application of the provisions."@en1
