"For the sake of legal certainty, the Council decided that this proposal should be split into two, one in which the United Kingdom and Ireland are taking part and one in which they are not taking part. An area of freedom, security and justice between the States party to the Schengen Agreement can be achieved only through effective instruments, such as the first and second generation Schengen Information System (SIS I and II). I voted in favour of this proposal to migrate from SIS I to SIS II as I believe it is vital to move from an intergovernmental system to a Union system, in which the protection of citizens’ data must remain an essential element of the proposal."@en1
