"Following negotiations under Article XXVIII of GATT 1994 concluded in 2007 on poultry, the EU has witnessed a dramatic surge in processed poultry imports. Foreign exporters seemed to take advantage of a relative gap in the level of protection by reducing chicken meat/offal content in preparations to under 57 %, thus qualifying for a bordering tariff line. In the future, similar substitution effects are likely to take place under other tariff lines, covering other types of processed poultry. As the surge in prepared poultry meat imports has negatively affected European poultry industry, the Commission was authorised by the Council to negotiate the modification of concessions on poultry meat under Chapter 16 of the Combined Nomenclature (CN).
