Indeed, solidarity is one of the fundamental principles of the European Union. If a Member State is forced to face the consequences of extraordinary situations, as was the case in the summer in the Italian region of Emilia-Romagna, the EU is ready with effective instruments of assistance. The rapporteur, Francesca Balzani, points out that, in such situations, it is very important to act as quickly as possible and calls upon the European Council not to delay its decisions unnecessarily on such urgent matters.
