"− The report highlights three key elements for protecting children in the digital world: education on media and new media, protection of privacy (combating illegal content and inappropriate content and conduct) and the right of reply, and digital citizenship. We know that on average a child spends about 90 minutes a day on the internet. The risks are many and varied, especially for health. We share many of the concerns of the report, but we have reservations concerning the prohibitions the rapporteur suggests implementing. Specifically, restrictions on freedom of expression or disrespect for the privacy and protection of data are not justified. The Safer Internet Programme (cybercrime control and exchange of information) should not jeopardise those rights, and we believe this is not guaranteed. Reference should also be made to the role of the public service in ensuring safe and universal access to the internet and combating digital exclusion."@en1
