"The report responds to the Commission’s Green Paper on an integrated European market for card, internet and mobile payments and pays particular attention to card payments and the following aspects: standardisation, cross-border purchases, multilateral interchange fees (MIFs), co-badging, surcharges and the security of payments. The document also emphasises that the SEPA (Single Euro Payments Area) Council should be assisted by various technical committees, or ‘task forces’ for electronic and mobile payments, cards, cash and other standardisation issues, and by ad hoc working groups, and that any standardisation requirements should not impose unnecessary barriers. Moreover, the report notes that common standards should be sought at the global level in close cooperation with economic partners. Lastly, the rapporteur warns that any attempts at strong regulation of the mobile and electronic payments market could constitute a brake on development and innovation in this area."@en1
