The objective of the proposal presented by the European Commission is to lay down harmonised rules on the manufacture of agricultural and forestry vehicles with a view to ensuring the functioning of the internal market while at the same time providing for a high level of safety. The proposed regulation significantly simplifies the existing type-approval legislation by replacing 24 base directives and around 35 related amending directives. The Commission’s proposal is welcomed, as it contributes to the competitiveness of the industry by simplifying the existing type-approval legislation. It is important that the requirements for bodies or organisations to which Member States may delegate some assessment tasks are enhanced with a view to ensuring a level playing field and avoiding distortion of competition. Furthermore, as regards vehicle repair and maintenance information, a balance needs to be struck, ensuring that access to technical information is provided in a comprehensive manner taking into account consumer protection and fair competition, as well as safety, environmental and intellectual property concerns.
