The issues that, to my mind, require further attention are identification of the scope of the proposal for a regulation to remove some inconsistencies and reflect the categories of manufacture, make the timetable for application simple and clear to prevent problems for manufacturers with having to introduce the new features required by the regulation too quickly, and introduction of environmental requirements that manufacturers do not find it excessively difficult to comply with."@en1
