Therefore, we need to make transparent, straightforward, harmonised and consistent rules regarding safety, certification and environmental protection for these vehicles that benefit enterprises and users. Riders of these types of vehicles belong to a vulnerable group with the highest injury and fatality rates among all road users. We must introduce effective primary safety measures to provide riders with vehicles equipped with the safest reasonably affordable technologies.
