This report deals with a question raised during the last European Parliament elections in 2009, namely whether candidates can stand for election in a Member State of which they are not nationals. Originally, it was not only the right to stand as a candidate that was addressed, but also the right to vote. Due to resistance from the Council, however, this report now deals only with the right to stand. What matters is not where MEPs originally come from, but how willing they are to work on behalf of a particular region. Nowadays, many EU citizens decide to leave their country of origin and set up home in another country. If people take this decision, in my opinion there is no reason to prevent them from becoming politically active there. I therefore welcome the – albeit modest – improvement in terms of administrative convenience provided for in this report. This relates to the administrative authorities, who are required to verify whether or not somebody has been disbarred from standing as a candidate in their own state. This simplification should be made operational in time for the 2014 elections."@en1
