The Protocol for the Protection of the Mediterranean Sea against pollution resulting from exploration and exploitation of the continental shelf and the seabed and its subsoil (Offshore Protocol) adopted on 14 October 1994, is one of the protocols to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean. The Protocol covers a wide range of exploration and exploitation activities in the Mediterranean. That offshore oil and gas exploration activity was dramatically highlighted by recent accidents, most notably the Deepwater Horizon oil spill in the Gulf of Mexico in 2010. Offshore activities in the Mediterranean are likely to increase due to the discovery of new reserves of fossil fuel. A policy of sustainable governance of oil and gas offshore activities is clearly needed in order to avoid accidents of this type. An accident would have immediate large-scale effects on a semi-closed sea such as the Mediterranean, causing tragic consequences for its economy and its fragile ecosystems, and undermining the efforts made by EU Mediterranean coastal Member States to achieve and maintain good environmental status in their marine waters as required by the Marine Strategy Framework Directive."@en1
