"Madam President, I congratulate the rapporteur, Mr Panzeri, for this important result, which gives us a regulation that will have a significant impact on the agricultural and forestry vehicles market. Firstly, its simplification of the legislation: the Regulation will replace 24 existing Directives and will allow harmonisation within the Member States through its direct effect on national legal systems. In addition, by laying down common European-wide technical requirements for these it should increase the market’s competitiveness. The introduction of new technologies including anti-lock braking systems and electronic stability control systems will certainly help to improve the safety of these vehicles. As rapporteur for the previous regulation on European standardisation, I think the decision to set standards for technical services and the procedure for assessing them, through delegated acts adopted by the Commission, is absolutely right."@en1
