"Madam President, the changing economic situation and the battle with the economic crisis are giving rise to a need for changes in the European labour market and in education systems. The European Union should draw up a plan for social investment, or targeted actions aimed at activation of European society, consisting in investment in individuals and individual families and social groups. This is why, in the report adopted today, of which I am author, I am inciting Member States to sign what is called a social investment pact, which will promote, among other things, investment in lifelong education, cooperation between business and schools and occupational excellence in the workplace, and special training in sectors affected by a shortage of workers. Social investment should be aimed at instilling enterprise and self-reliance, which as a result of certain aspects of social policy are currently dormant, in us right from pre-school age. To this end I voted for this report, and it was also to this end that I drew it up, and from here I would like once again to thank all my colleagues who worked with me on it."@en1
