The proposal in question, on which I voted in favour, seeks to reduce the frequency and impact of terrorist attacks by limiting access by the general public to widely used substances which in high concentrations can also be used to manufacture explosives. I consider the introduction of a duty to report suspicious transactions of these substances to be very worthwhile, while I note that the tonnages concerned by the proposal, which is directed at wholesalers, retailers and Member States, are small compared to the total amounts sold."@en1
