"Mr President, Commissioner, Europe is battling with a crisis. Apart from the economic crisis we also have a social crisis linked to unemployment. Industry in Europe is seeing increasingly difficult conditions for its continuing development, as we are piling ever-increasing obligations upon it. If these are obligations related to new technologies and innovation, we all applaud that. Most of the conditions imposed, however, are an increase in financial burdens. I have a fundamental question to ask about this. At present there are plans for changes to the European system of issues trading. My question is: what are these changes intended to bring about, in the knowledge that they will lead to a leakage of industry away from Europe?
