"Mr President, honourable Members, Ms Sartori, while it is the European Commission’s intention to play its role within the confines of the Treaty, I cannot fail to take account of a letter I have received from seven ministers of Member States or of the wishes expressed at the last Competitiveness Council, during which I presented the Commission’s plan for the reindustrialisation of the European Union. What is emerging among many industry ministers is the desire for a European industrial policy – at least one of coordination – and therefore the desire to give more weight to the Competitiveness Council as regards the strategies to be discussed. My reply to the ministers’ letter was positive, so much so that on the eve of the next Competitiveness Council meeting on 10 December I will be holding an informal meeting of the industry ministers to discuss the crisis in the car industry and the action plan for the industry, which will be on the Competitiveness Council’s agenda. I also firmly believe that some remedial action needs to be taken and that the Commission should have a propositional role, because sometimes it seems as though the Competitiveness Council could turn into a kind of Coreper, given the constant rotation of ministers. Sometimes Member States that are unable to send four or five ministers on the same day prefer to send a diplomatic representative. Because of the situation and because we want to overcome this crisis by focusing on the real economy, I believe that greater weight should be given to the Competitiveness Council and that the Commission should be given a bigger coordinating role, and I would like to thank Parliament for the support it has always given me on this."@en1
