"Mr President, these are critical times. Confidence has been lost. Our message to the leaders of Europe must be clear: do not divide the Union. Firstly, a few words on the banking union, and I hope Ms in ‘t Veld does not think I am lapsing into nationalism here. The regulatory control of banks which operate in a number of countries must take place at European level. The European Central Bank (ECB) together with the European Banking Authority (EBA) and the national regulatory authorities should play a stronger role. In many countries, as in my home country of Sweden, which is not a member of the euro area, it is important that the conditions for participating in a banking union do not give the euro countries an unfair advantage. Countries outside the euro area should be guaranteed an equal influence in the ECB. It is also important that countries with a large banking sector are also able to impose higher capital requirements on their banks in the future. This week, the Swedish Government requested an amendment to the Treaty. It should be reasonably possible to meet the requirements concerning influence without amending the Treaty, and I hope that this is possible. I will conclude with an appeal: do not divide the Union. Additionally, keep all doors open for the United Kingdom. We know from history what a divided Europe can lead to."@en1
